Senior Vice President of Programs and Policy
John Glover is the senior vice president of Programs and Policy at Plan International USA, an international humanitarian and development organization that partners with adolescent girls and children around the world to overcome oppression and gender inequality, providing the support and resources that are unique to their needs and the needs of their communities, ensuring they achieve their full potential with dignity, opportunity and safety.
He is a seasoned international development professional with more than 20 years of experience working with leaders and organizations. He specializes in growth strategies, adapting commercial consulting capabilities to the development context, building partnerships and business development.
Prior to joining Plan, John led the start-up of a new international business within PricewaterhouseCoopers LLP (PwC) that focused on U.S.-based donor organizations. Drawing on PwC commercial and public sector capabilities, his team won contracts with USAID focused on enhancing health supply chains, implementing innovation challenges and developing international alliances. He played a key role developing strategy and adaptive management approaches.
Previously, John was a senior associate for Booz Allen Hamilton, where he focused on building institutional capabilities related to investment and export promotions, competitiveness and the financial sector in South Eastern Europe and the Middle East. He also served as vice president and principal associate at Abt Associates, leading $190 million in new contracts focused on agriculture and food security, workforce development and natural resource management.
John holds a master’s degree from Tufts University’s Fletcher School of Law and Diplomacy in international business relations, a master’s from Northwestern University in German literature, and a bachelor’s from Duke University in comparative area studies. He also holds a certificate from Georgetown University as a change management advanced practitioner.
In his free time, John enjoys travelling with his family to hike in the mountains, spending time with his friends, listening to a wide range of music and reading.
